CCC ran fine with Windows XP (32-bit) until XP End of Life on April 8, 2014. With Windows 8.1 64-bit, Catalyst 13.1 installed OK, and the log showed "SUCCESS" on all subsystems. But I cannot access Catalyst or Vision Control Center. It does not appear on the desktop popup menu.

The AMD driver finder specified 14-4-mobility-win7-win8-win8.1-64-dd-ccc-whql, which failed to install the graphics display adapter driver.  I ran the DDU utility to clean up unused software and stray references. In "C:\Windows\assembly" I found no entries with the public key token, "90ba9c70f846762e"

Then I installed 13.1 manually.  It "installed successfully," but I cannot access the Catalyst/Vision Control Center.

AMD Phenom III X3 8600 @ 1.2/2.3 GHz, stock clocking and power
3 x 1GB Crucial DDR2 PC2-6400 CT12864A800 (unganged mode)
Mushkin Chronos 120 GB SSD SATA-2 6.0 Gb/s
ASUS 22X DVD drive
No PCI or PCIe devices installed
Rocketfish 500w Power Supply with 120 mm fan
two additional 80 mm fans
Onboard HD 4200 display adapter does not have a supplemental power connection on the mobo.

DELL ST2421L 1920 x 1080 60Hz, is connected to the mobo by HDMI.  VGA also works at 1600 x 1200. I had used DVI-D for years, but a month or two after installing Windows 8.1, DVI-D stopped working altogether.

I ran a full disk scan with Avast! Free, tested with Malwarebytes Free, and tested RAM exhaustively overnight with Memtest86.

The 4xxx series and earlier do not meet the minimum requirements for Windows 8.1. There is not any drivers for it nor will there ever be. Please read all the similar posts before replying. Your choices are to purchase a HD5xxx series (or above) graphics card...or install Windows 7. A HD6xxx series card can be had for about $30.

I did read the other comments about HD 4xxx and Windows 8 before I first posted, so I knew Win8 doesn't support Catalyst/Vision C.C. for the HD 4xxx.  However, all I want is the ability to overscan, so that I don't waste the 1" on each side and ½" at the top and bottom. which amounts to 44½ sq. in. of my 24" screen, or 18%.

Otherwise, display driver 8.97 works perfectly, or well enough for me...

or I could buy a Radeon HD 6450 by MSI or ASUS, for $32 or $35, respectively.

I suppose this means that the Catalyst driver for Windows 8.1 / 8 / 7, either 32 or 64 bit, works on all HD 5000 and above chipsets, even when the page for a specific model does not have Win 8.1 / 8 listed, whether a typo or an oversight.

I wouldn't want to pay $20 only to find that the Catalyst 14.4 driver is no more functional on an HD 5450 than the Catalyst 13.1 driver is on my HD 4200, even though it is specified for it.

Look...on the right hand side of the page...see 32 or 64 bit? Or use steps 1-5 and get the correct driver that way.

That was on April 25, 2014.  A search of amd.com turns up no AHCI driver, so I suppose it will be provided at some future date.  Device Manager still shows the Standard SATA AHCI driver, so maybe the DDU uninstall routine didn't uninstall AHCI.

The Radeon 5450 for $30 with free shipping and a $20 rebate is a mighty sweet deal from Newegg - good through 7/31/14.  Thank you for that tip.
