Hello, I have a problem with playing Skyrim I have it drop starts and immediately crashes. I contacted the technical support of the game and I was told that it is necessary to update the video driver. Prompt drivers for ATI RADEON HD 2600 XT and how to download them to climbs blue screen of death during installation.

I am sorry to hear that you still have the same issue, first of all I recommend you to contact your video card manufacture and explain them your situation because the Dxdiag it says that your drivers are outdated again fore some reason you can't update your drivers and this could be causing the iissue:
 
 
Additionally we can disable all the mods because those contents can cause this issue.
 
If you're using Steam Workshop mods, launch the game and select Data Files. In this folder, ensure that everything but the official DLC (Dawnguard, Hearthfire, Dragonborn) is disabled by un-checking the boxes to the left.
 
If this doesn't work please try the following:
 
-Verify Integrity of game cache by right-clicking on it in your Steam library
-Check for updates for your PC's graphics card drivers
-Run TESV.exe and SkyrimLauncher.exe as Admin or in Compatibility Mode by right-clicking on them and selecting Run as Administrator, or by clicking on Properties and selecting the appropriate Compatibility Mode
 
These files can usually be found here: C: Program Files (x86)>Steam>STEAMApps>Common>Skyrim
