I've installed windows 8.1 and can't install catalyst drivers etc.

This comes up when trying to install the drivers.

90 Mbytes

When I try to play a Steam game it says my OpenGL drivers are missing or corrupt. Another Steam game works fine.

I've tried the VGA disc that came with my computer, (Custom built PC, I didn't build it) but it says it doesn't support this operating system.

I've got ATI Radeon HD 4600 series.

The problem is, your graphics card does not meet the minimum requirements of Windows 8.1. You must have a 5xxx series or newer. These are inexpensive now.

Just installed Windows 8.1 and it works fine without installing any additional video driver or software, on a 5 year old system with ATI Radeon HD 3450 graphics.   Perhaps out of a desire to be up to date, I went to the AMD site and used the "Autodetect and Install" feature to find what display software is appropriate for this system with the newly installed Windows 8.1.    AMD's Autodetect advised that the best driver for this system is "blah-blah-etc-etc" and proceeded to give me the option to download and install catalyst and driver, I guess.   After I got to the install, it ran about halfway thru, then said 'package install failure' and then BSOD.    Twice.  So I gather from that experience and your posts, that  AMD Autodetect will try to install something for Windows 8 but it just won't work if the video card is pre- HD 5400.   Is that correct?    I'm OK with that, I just want to make sure that is the case.  Thanks for your assistance.

Yes   that is correct. Windows 8 was a lot more forgiving than Windows 8.1.....but, even Micro$oft is no longer supporting Windows 8. Neither is AMD. The biggest issue is the WDDM version...Windows 8.1 insists on version 1.3....which pre HD5xxx cards do not meet. There are HD6xxx series cards available for $30-$50 now.
