So is there anywhere that I can pay a little extra to return it and get a new one? I do not have the serial or receipt. 

Extremely doubtful. Might want to try to ask on whoever made you card's support forums, but don't expect much, especially without the serial number.

What he said. Without a serial number on the card. Or a proof of purchase, or the orginal box with paperwork. I doubt you'll get anything out of them.

CCC issues, I was told by an IT that the card may be bad.

I think that IT company is full of crap. You can have a perfectly functional card but have issues with CCC, would help if we knew your system specs and problems you are experiencing though...

I like shooting stuff that's died, but it pays to make sure the stuff is actually dead before doing that. 

 

... and yeah.  If there's no blue screens, artifacts, or other problems, and CCC is the only thing causing you trouble, then it's probably not a bad card.
