Caps going bad was actually the first thing I suspected with the intermittent type of issue. It could still be that, but I can't pick out any bulging or blown caps.
The PSU is also entirely possible. Corsair made a string of CX430s (and maybe still is) that whine. I don't know that it affects anything, but I have my eye on the PSU as well. I have a tester which tests it fine, but I've had many times when the tester says okay and it's not.
I don't have a different PSU to try without tearing apart another computer, but I totally agree with you.
One thing I did notice....which may trace back to either of those issues also...is that I can't OC the computer worth a dang anymore. I was a little bored one day and was thinking about speeding it up just a bit. I used to be able to get over 600MHz out of this same setup, but now it seems like over 200MHz isn't stable. Meh.
