Allowing low level hardware access has, generally speaking, nothing to do with the API's being proprietary or open access. The reason Microsoft as well as OpenGL consortium are considering the move  is because of AMD' Mantle that does allow a much lower level access. Now Mantle is seen as a sort of potential competitor to DirectX.

Having said that I think DirectX is one of the best things that has ever happened to the gaming industry. It standardized and streamlined game development. Because of it you get to play stable, non-crashing, guaranteed to be compatible games from so many different game developers, and at the same time not even worry about your hardware.

The next DirectX will become even better; it (most likely) will include a low leve access and by that optimized 'draw calls' among other things.

Yeah... It's not all sunshine and puppies in open-source-land either.  Both approaches have their merits and pitfalls.  From a consumer prospective, if the stuff works and there's minimal shenanigans going on at the company behind it, then there's not much of a difference between the two really.

I wouldn't be surprised if there was some syntax or underlying mechanics taken from Mantle and included in DX12.  Given the development cycles in play here, I doubt much of anything in DX12 was done in response to Mantle, and if AMD created a new API with only the intention of having a shiny new toy to go with their new GPUs, that's..... sort of depressing.
