I have the same problem and its really frustrating. I get one chance to access after a fresh install and then it asks me to accept the terms again and fails to open overdrive over and over.
CCC does remember my overclock which is good but it would be nice if the program worked as it should. It seems 12.4 was the last install that "worked as intended" and I've had this issue with all updates since. I like to keep my drivers updated but try not to mess around with them too much.
Some insight into this is appreciated.
I only use AMD in my computers and would like to get over this little hurdle. I have never had any other problems with my AMD systems.

Sapphire HD 5750 Vapor-X (slight over-clock through AMD Overdrive) Can't access Overdrive to read my over-clock.
8gb 1600 DDR3 G-Skill Sniper
Seasonic X-Series 560w
Kingston Hyper-X 120gb ssd
*note* This issue has persisted across different mother boards, hard drives, memory, power supplies and CCC driver versions. Complete wipes and re-installs have been performed multiple times across multiple driver versions. Same results each time.
