GPU isn't used at 100%, but the FPS cap seems to automatically change to 40 at some points. Why is that? Never happened with Nvidia card.

Another game, barely 50% of GPU usage, and FPS drops (is limited) to 30... I think there's something seriously wrong with ATI's drivers.

Your GPU isn't the only component responsible for displaying the images you see on your screen. 

We need a little more information here...
