Figured out why installing the catalyst drivers was not allowing windows 7 to go into desktop.

I installed and uninstalled all the drivers back to windows default until I decided to try something and alas for whatever reason it worked.

Now my A10K actually shows up as radeon and gpu-z has the correct stats.
