I just got a new monitor - AOC E2357Fh, when I plugged it in it left a ~1" black border around the edge, after a bit of fiddling I got the underscan/overscan option to work in the catalist control centre, however it still leaves a 5mm black border around the edge with overscan at 0%. Any help fixing this would be awesome.

My graphics card is an HD5870 if that helps.

Best guess is that you need to adjust the "frame size" option in the OSD of the monitor.

Are you using the native resolution?

I trust you are running 1920x1080 over an HDMI cable connection.  If I recall, that is the only way the slider to adjust for scaling will be available to use.  As Thanny suggests, you likely need to adjust a setting on the display itself, using is OSD (on-screen display) menu.
