Ever since driver 13.1, I have flickering while at desktop only (Windows 7 64-bit).  While in games I have no flickering issues at all.  I reverted back to the version previous and have no issues at all.  Any ideas?

Sounds like a faulty card. Try it in another computer.

How would a card that works flawlessly at desktop and maxed out in all the latest games with the previous drivers, but has issues with the latest drivers be faulty?

I upgraded from the drivers I currently have installed to 13.1, and started having issues.  As a result I rolled back and now everything works fine.  Sounds more like faulty drivers to me, especially considering the track record of ATI drivers.

Anyone else have the same issue as me?

Now that the situation is clear, you don't have to do anything else, just roll back the damn driver and report the issue to AMD.
