My system:

 

  • AMD FX-8320 @ 4.5 Ghz / Noctua NH-D14
  • Gigabyte GA-990FXA-UD3
  • Gigabyte HD7950 Windforce 3
  • 8Gb BallistiX 1600mhz 8-8-8-24
  • Win 7 Ultimate 64 bit updated daily
  • AMD catalyst 13.1 whql, recently had 12.11 beta where the flickering started to occur.
  • 550W PSU Chieftech smartseries
  • DVI cable
The flickering occurs on the lowest 1 cm of the screen across the entire taskbar. It flickers when i use 2d applications and sometimes during loading screens in 3d applications.
 
I've never had this problem before and it started with the first 12.11 beta driver that promised improved performance for the HD7000 series. I rolled back to an earleir driver which removed the problem. When 13.1 was released i switched to that and hoped it would not flicker like in 12.11, but it does. A lot.
 
I also googled around and found that there are several others with the same issue.
 
Any help appreciated.

I have this exact same problem.  Before 13.1, I had no flickering of any kind, now it is constant when at Desktop with 13.1.  Mine is more than just the taskbar however.  I had to roll back my drivers so that I wouldn't go insane.  I have a Gigabyte HD 7870

Which driver did you roll back to?

Yesterday i had 0 flickering, it is strange.. I think I will try to uninstall all OC tools like MSI afterburner, AMD overdrive, then do a fresh reinstall (again) of the drivers.

But then again since I had no flickering yesterday, It will be hard to know what caused it.

 

Really AMD there are several hits on google if you search for "flickering 13.1 amd".

*update*

 

I installed the 13.2 beta driver last night, so far there has been 0 flickering.
