there are two separate camps:
1. they demand highest FPS and they are believing that this is THE correct measurement for more or less performing cards.
2. they demand better quality, at constant framerate, while the maximum is not what matters, but if it reach for example 1920x1080p at 60hz it is enought.
I personally witnessed in the past that Nvidia was choosing less quality for better FPS. Since they acquired PhysX it changed a bit. Ati and later AMD was still able to reach same FPS but with much better effects and rendering quality.
For me it was the flickering problem which flawed my positive feeling about Radeon graphics, not the stuttering, but once the fix has been applied on 13.2 beta 3 i fully understood what is going on.
I am trying to propagate new poit of view towards users saying "set you game to native resolution, turn Vsync + triple buffering on", but when someone replies "i need 1000 fps for smooth gameplay" i know that he is lost already.
My knowledge related to the usage of vsync helped me to decrease power requirements, improve image quality and fine tune graphic card (frequency) for better performance in some games.
I believe that constant frame-to-frame times improve gameplay, much more than having 2x fps...
