I just installed a Sapphire HD 5450 video card into my Asus M5A78L-M LE motherboard (which also carries an AMD Athlon II X4 640 CPU). The computer is running Windows XP Home Edition SP3, and I installed Catalyst 13.1 drivers.
In short, 2D performance is stunningly slow. I can actually see it repaint the screen with Firefox, the Windows Start menu, or whatever else I might try. Feels completely unaccelerated.
In contrast, if I dual-boot into Debian Linux (running the non-proprietary radeon DRM driver), 2D performance is VERY fast. Precisely as I would expect.
How can I get graphics under Windows to run equally fast? This is amazingly frustrating.
And note: I pulled out an NVidia 8400GS card to make room for this new Radeon 5450 card. The NVidia behaved flawlessly under Windows, but caused weird audio crackling in my Insignia NS-32L450A11 television (connected via DVI-to-HDMI cable). The Radeon is the other way around. Flawless under Linux. Pitiful under Windows.

XP support for newer cards has been terrible for many years now. No wonder, XP is almost dead, only 1 year remains of its extended support. It's 12 years old, if I'm not mistaken.
Your Athlon II setup should be more than enough to run Vista, 7 or 8. Unfortunately you can't run new hardware with old software forever. You'll need to upgrade your OS or find an older video card and use it with old drivers.
Linux is also a good alternative. Unless you need to run windows games, it can do almost anything you need.

Argh. That's the second time I've heard about weak driver support for XP. I was really hoping to stall on the Windows 7 install until early 2014, but I may have to bite the bullet now...
And yes, Linux is indeed a good alternative. I love it and do about 95% of my computing with it. About all I do in Windows is watch Netflix and occasionally update the firmware & maps in my GPS unit.

Try something in the 10.x driver range for that card. Antique OS, low power card, not using it to play games means no need to use the latest drivers. Start with 11.1 and work backwards 3 releases at a time (11.1, 10.10, 10.7, etc).
Where does one find old ATI drivers? I've scoured the AMD site, but can find only 13.1.
[Side note: I removed 13.1 and used the drivers from Sapphire's CD-ROM. "Cat. 12.8" according to markings on the disk. It behaves *much* better, even though I no longer have the Catalyst Control Center. Given how rarely I run Windows, I'm going to declare "good enough".]

But if 12.8 works fine for you then I'd stick with it. VECC isn't really necessary unless you love to fine tune things and modify 3D settings, which since you don't game don't really apply to you.
