Needing some major help.  Windows 7 is not booting up and gets hung up in every way.  In safe mode it stops at ATIPC1E64.SYS.  Can not get past this and get to anything within Windows.  Had installed in the past a Radeon HD 5550 (ok i was bad and did not update the power supply of 200w). 

Anyway ran the card for many months with no issues but about a month ago got the same problem but was able to get into a safe mode into windows but had to do a complete windows restore.  Now however, can not get into anything.  Error says that windows start up needs to be fixed but never does anything.

Have searched on ATIPC1E64.SYS but can find nothing on a search on this.  Does anyone know what this is and if there is any solution.  Actually took the computer to a tech and they ran Kraspisky rescue disk which is how we found out about the ATIPC1E64.SYS.  They think they can fix but not sure how many hours it will take and financially doesn't make sense.
