When I select "Enable Graphics OverDrive" in Catalyst Control Center -> Performance -> AMD OverDrive and then clicks Apply, the "Enable Graphics OverDrive" checkbox is automatically deselected again, and GPU clock settings and memory clock settings are set to 0 MHz. However, the settings are applied for the graphics card, MSI AfterBurner shows that the clock settings I entered in CCC are actually used.

The graphics card I use is a Sapphire Radeon HD 7770. Catalyst 13.1 did not have this problem, everything worked as expected with that version.

It's called a beta for a reson. Report the issue and get on with life. It may even be fixed in a few years.
