Hi i have a strange issue with 2nd gpu ussage 

on idle ccc shows this

gpu1 157/300

gpu2 000/000

msiafterburn shows this on same time

gpu1 157/300

gpu2 735/1009

i have try this

1- uninstall/install drivers

12.10 13.1 13.2 issue exists not fixed

2- fresh install of windows

and installing 9.12 drivers  (epic drivers)

problem fixed

3- install 11.5 or 12.2 or 12.10 problem exist again

uninstall them and installing 9.12 not fixed 

4- reinstall again windows and installing 9.12 

problem fixed 

@ moment i have stopped here 

any idea hou to fix this damn issue

Turn off ULPS in register and have you replace your gpu low frequency in first?
