Issue Details
after installing second (the HIS brand) card and installing driver for it, Windows hangs at Starting Windows splashscreen. The computer starts in Safe Mode fine, and using the default Windows drivers works as well.

Additional Details
Had touble with it on previous install of Windows, reinstalled Windows, and still causes this problem. The HIS card I have had to RMA for an unrelated reason (would crash at 50degrees C) and have just got it back from RMA. Powercolor has worked fine since I got it after the failure of the HIS one.
