I remember installing "Mobility Mod" drivers for my laptop, because the card was an OEM. The laptop company (HP Business line) didn't update the drivers in ages. I couldn't upgrade the card, because of the BIOS whitelist. This is how companies like HP or Dell raise the margin, and it is not exclusive to AMD cards. The issue you are experiencing has more to do with the companies who built the system, than AMD or Nvidia who put outs the reference designs and drivers.

In the future, you should consider building a rig for greater control of the specs. The trade off? You need to learn to troubleshoot yourself. But ultimately, you get more value for your money, if you put that effort in.
