Ak, completely forgot about this until just now; engaging in discussion with Boris (creator of ENB).
Link determining that it's the drivers: http://enbseries.enbdev.com/forum/viewtopic.php?f=23&t=2345
In that thread, there are people who type that the newest ENB versions for the Fallout games doesn't work for them; gives a black screen/scrash as soon as the 3D models are loaded. They are all using HD 7000 series GPUs.
Others type that it worked for them; they're using 6000 series and older AMD GPUs.
I won't be able to get the source from Boris, but if you ask and attest to why you want the source, he might give it to you. Don't hold me to that, though.
I'll quickly put my specs in my sig; I ain't using some outdated piece of hardware or anything; the issue has been found to be with the HD 7000 series. Fresh installs and all that troubleshooting jazz.
Edit: If you don't know the details about AMD, it's a wrapper which overrides certain DirectX commands in favour of more hardware-intensive yet graphically superior functions of a similar nature. Link: http://www.enbdev.com/index_en.html
