Well, I admit I didn't think about Acer making desktop computers. And you interpreted the error massage incorrectly in the OP.
Now I see what's wrong. Install package failure happens if driver sweeper (or something else) fu******s up the configuration of the windows installer component in windows.
The only known solution is reinstalling the broken system and learning that you really shouldn't use 3rd party system cleaners unless you're trying to recover an already broken OS.
1. Reinstall Windows.
2. Install 13.11.
