Need support radeon hd3850 (Windows 8.1-64bit). Do not install drivers and no support "catalyst control center". I ask the developers to add support for this video card windows 8.1.

Don't tire yourself. I've already asked for Windows 3.11 support and they don't want to do it. I also wanted to install Windows 8.1 on my Commodore 64 and it failed. Microsoft Support didn't help, they said I should upgrade my hardware.

Conclusion: Hardware and software should be from the same era. Your 3850 is designed for Vista and will work under 7. 8.0 support is partial and 8.1 support will never happen. You really should use Windows 7 with that hardware.

Especially when the HD 7750 can be found for as little as $49.99 on Newegg, is twice as powerful, and consumes 20w less electricity. Assuming of course you have a PCIe motherboard, if you have AGP then you are SOL.

Of course PCI.

It's bad that do not update the display drivers, which are not yet sufficiently weak to support new games.

It's not only about horsepower but features. AMD only supports DX11/OGL4.x compatible hardware now. This is why yours is on the legacy list. Even the good old Radeon 9800 Pro could run some of today's games if they only required horsepower. But they also need shader support and stuff like that.

I had somewhat the same issue as op has.  I'm running legacy Sapphire Radeon 4850 on Win 8.1.
Same problem. CCC would not start.

Bad advice. Running the cleanup utility on 8.x breaks the OS.
