just tried downloading the new beta driver and my internet security is saying it is unsafe. never ha d this with all the others i am using 13.11beta8 and did not get any warnings when i downloaded. is it because its that new that internet security does not know it

It is safe, and you should really disable any anti-virus/add blocker/malware anything before installing any driver suite.

This was while downloading it from web site internet security give me warning while i was downloading. Also never new about the dissable security while in stalling

There is no need to disable anything, only ignore it and order it to ignore. Beta drivers/installers are not signed to death by Microsoft, this is why they are "untrusted". You know, if you need "trusted" software only, install windows 8.x and install no other software but what windows update and the windows store offers. Then you'll be safely in the hands of the NSA and no one else.

This rant is not directed against you, but against your over-paranoid security software. I suggest getting rid of it. You even pay for being annoyed. Learning computer basics and how to be careful is easier and also more entertaining.
