AMD Catalyst Driver Version, and Driver History
- 12.1(working) display driver 8.930.0.0(working)

13.9 with display driver 13.250 NOT WORKING

Operating System
- Win 7 64bit ultimate 

Issue Details

 after i update to CCC 13.9 and the updated display drivers cause my screen to become distorted with a rainbow like effect. you can still make things out but evrytings off color, blury and it has strage vertacal lines up the screen as if only half the pixles are working. it only does this with the latest driver and if i desable my card to load a basic video adapter it goes back to normal.

My x1650 had a similar issue not being able to update past a certain driver version. The issue was a BIOS issue and never got officially resolved. I flashed it with a custom BIOS that eliminated the problem.

You should contact the manufacturer of the card, tell them about the issue, and ask for a help and maybe they can help, for example, give you a bios update.
