Previous Card (Radeon HD 4670) stopped working and I had to install replacement without first removing old driver (windows 8.1 64 bit).  Monitor is 22" generic PnP multi resolution (1680x1050, 1280x1024, etc).  Now on boot the system is in 640x480 and I have to use Catalyst Control Centre to enable 1280x720 which does not survive a power down.  Any ideas how I can rectify this please?

Resolution is saved by windows, not by Catalyst. You need to contact M$ support or simply reinstall the OS. You probably have a corrupted registy.

Wiping the display devices section of it might be enough, but only do it if you're familiar with it. Built-in system devices need to stay!!! You'll find the keys under HKEY_LOCAL_MACHINE\HARDWARE\DEVICEMAP\VIDEO. But if you didn't know that, don't touch it, call M$ support.
