Whether it's a flash or HTML 5 video the image is frozen for about a few seconds than the video continues normally and if I rewind to the begining the video plays normally.  This doesn't only happen once per-session, each time a different video is played.

Here are my specs:

  • Dell XPS Studio 9100
  • Windows 8.1 (happended in Windows 8 as well) 64-bit.  Computer was refreshed prior to installing Windows 8.1.
  • 8 gb of RAM
  • 1 SSD, 2 HD
  • Dual Monitor
  • AMD ATI Radeon HD 5900, Catalyst Version is 13.11

What makes you think it's related to the video card/driver?

What else would it be if not the video card?  It's the only problem I've had with my system.

Outdated software, corrupt files, conflicts, things of that nature.

So where to troubleshoot?  All non-video drivers are up to date.

I had this problem right out of the box with a clean install and the latest ATI drivers so currupt files would be out of the question.

Would conflicts or corrupt files cause more issues than just video playback?

Troubleshooting tips:

- turn off flash acceleration

- run chkdsk

- monitor cpu usage when starting a video

- turn off background programs (so-called clean boot)

- whatever else comes into your mind
