Since 13.7 my system started stuttering.

If I open a new tab or refresh a page in Chrome videos would start stuttering and the sound would too.

With games its a bit different. All games stutter all the time.

If I unistall my CCC and then reinstall it it fixes itself but for a brief period.

 

GPU: Saphire Radeon HD6970 2GB

OS: Windows 8.1 pro 64-bit

Motherboard: Gigabyte ga-970a-ud3

CPU: AMD Phenom II x6 1100T

BIOS: Award Modular BIOS v6.00PG

RAM: 8 GBs DDR3 SDRAM Corsair 

Hardrive: Samsung GD103SJ ATA

I also want to add the fact that my system CPU core clock is fluctuating from 800 MHz to 3.6 MHz (its in the red) quite fast. I suppect cool n quiet has something to do with it.

C&Q could indeed be the problem. First, do you have the slider set to +20 in the CCC? Do you have the computer power plan set at Performance? Have you gone into 'advance settings ' of Performance and set your minimum processor state to 100%? Cool and Quite can be disabled in the bios. Here are two posts you might want to read.

Im not quite sure what or were is the +20 in CCC. My power plan was set to balanced but now Ive set it to performance. The minimum processor state is at 100%. I will try to disable CnQ later. 

 

Edit:

Now the CPU core clock is maintaining at around 3.3 MHz to 3.6 MHz when I changed the power plan to Performance.

Yes the power control setting is currently at 0% with the allowed variation from -50 to 50.

Most people I know have it at +20 when playing games. You can set a preset..label it games....and switch it on from the taskbar icon. Here is a good article explaining the controls.

I put it at +20% right now. Ill have to monitor my system for a couple days to see how bares and if it fixed my problems.

NEVER have heard that:..."Most people have it at +20 when playing games...".

Article seems to indicate the only plausible reason to increase the power is when OCing the card(s).

If your cpu core clock is fluctuating (which is BTW, normal) you can increase the cpu voltage in small increments, say .00625v each to see if it becomes more stable AFTER turning off c/q.

The lag came back just now while my system was running. Another symptom is that when videos are running through VLC and I open a tab or refresh on Chrome the sound stutters and dissapears for 3-5 seconds but the video is unaffected.

 

Again I fixed it with uninstalling CCC (No restart) then reainstalling it and restarting my PC.

Have you tried Gigabyte Turbo 3D boost (gpu) or the motherboard's turbo boost for cpu (or its equivalent)?

Are you sure you are not using a 6950 @ 6970.

Power +50 smells a little like a custom bios on 6970.

Could be. Sapphire always do what they want.

 

 

Can you tell us Temps:

Tool GPU-Z:

GPU temp?

Voltage Idle/load? (click into the sensor to see max min)

VRM temp?

Screenshot of mainwindow would be nice.

Tool Core temp:

CPU temp?

possible all cores

 

 

 

Idle and full load (prime95 for cpu/ a good game GPU - you dont need to use furmark)

It could be a HDD/SSD or Ram error too.

Even a Trojan can result in these problems.

Update:

 

I recently changed my GPU to a Asus GTX770. While messing around with my drivers I ventured into AMD Overdrive and CPU Turbo Core. I was aware of it before but I left it alone but now I decide to turn it off to see what affect it has on my performance.

 

So far (at least I think) my system is stable and games dont stutter. The massive jumps in the CPU clock (of 0.4 MHz spikes) have smoothened out and in games I dont see much or any abnormal FPS flux.

 

Even though things got better Ill still keep an close eye how on how my system behaves.

Alright this is very weird.

 

When I said that I disabled Turbo Core I did it from AMD Overdrive but I found out it kept reseting. Now I went to my BIOS and shut it off there at what happened is that my CPU temp went down from ~50 C to ~30 C idle and with load its below 20 C.

 

I also did some bechmarking on 3DMark and noticed that my overall score went down from 6500 to 6000. Previously it would stay 6500 even though I turned off Turbo Core in Overdrive.

If using an NVIDIA gpu, would recommend you use their control center for your card and Gigabyte BIOS software for your cpu and motherboard operations.
