I have HD 5450 with 13-12_xp32_dd_ccc.exe

I'm suffering from sudden lag while watching youtube, gaming then face BSOD.

File name: Ati2dvag

How can i submit the DUMP file, it's complete version, around 3,2 gb.

How about upgrading from Windows XP?

As good as Windows XP was,I went to Windows 7 64 a month after release and havent looked back.As for Windows 8,I'll pass,too many issues.

I would say that it doesn't offer anything worthwhile over Windows 7 to justify upgrading from 7 to 8. Even on a touch interface like a tablet the programs you use everyday, unless you use Internet Explorer and Microsoft Office 365, which most people don't because they use Firefox/Chrome and LibreOffice/OpenOffice, don't take advantage of the "Windows 8 UI" which makes them cumbersome to use without a bluetooth keyboard and mouse.

I would try disabling hardware acceleration in your browser and Flash player.

It's a problem that shouldn't exist because Windows XP has less than 60 days left to live. Doesn't matter if you upgrade to Windows 7/8.1 today or then, it's got to be done.

A BSOD almost always means a hardware issue, so changing the OS won't solve a thing. Yes, leaving XP would be wise as it's old, outdated etc., but if you have a BSOD under XP, you'll have a BSOD under 7 or 8. So first investigate the real issue (faulty card, motherboard, RAM, too much OC, overheating, low quality components etc.), make your computer stable again, then upgrade your OS if you can/want to.

I'm not sure where you sent that email. As far as I know there is a ticket system and the issue reporting forms. Use the first one, if you want to talk to AMD, use the latter ones if you only need to report something and don't need an answer.
