I updated my driver to 14.2 beta and it causes horrible screen tearing in several games, so I rolled back the driver to 13.251.0.0.  Everything works fine, but my overdrive settings in CCC simply won't save anymore.  Increasing the power limit settings works, but it reverts my gpu clock changes whenever I hit apply.

If I update back to 14.2, everything works as it should.  Is overclocking the GPU clock through CCC not supported for old drivers or something?  I tried uninstalling and removing both drivers completely and installing 13.251.0.0 by itself, but that doesn't work either.  I just want to revert everything back to the way it was.

Probably it didn't remove everything completely and you got a mixture of old and new data. A lot depends on how you did it. Some say the only way to completely remove everything is reinstalling the OS. Some say DDU does it well. These methods however do have their disadvantages and risk as well.

Sorry, I'm a real noob when it comes to graphics card drivers/software.  The problem wasn't with the drivers, it was with the CCC software not agreeing with the rollback.  I thought uninstalling the driver would uninstall the software too (yeah...).  I uninstalled CCC 13.12 from the control panel then reinstalled it, and everything now works as it should.  Thanks.
