System Specs

GPU: Sapphire Radeon HD 7870 GHz OC edition 2GB DDR5
OS: Windows 7 64-bit
CPU: AMD FX-6300 OC @ 4.0 - 4.4 Ghz
PSU: Corsair CX650

As the title suggests, when I activate AMD graphics overdrive in CCC 13.12 (also the same with the 14.2 beta drivers), the clock speeds instantly rise to their max values rather than only doing so in 3D applications.

This wouldn't normally be a bothersome problem but I seem to have a fault with one of my fans where the fan will only activate around and above 90-odd percent, and so I need to use manual fan control to keep the second fan spinning.

Has anyone else experienced this issue or have any idea what might be causing my GPU to be running in 'high performance mode' outside of 3D applications? Or for that matter, what exactly controls the decision to force the clock speeds to max (when using graphics overdrive) in 3D applications and can anything interfere with it?

A speedy reply is welcome as I'd also like to get my GPU replaced ASAP if it turns out there's a permanent fault that can be covered by warranty.

I suggest you try the card in another computer and under a totally new, clean OS install and if the problems continue to appear, RMA it.

I would say contact Sapphire and see if there is a VBIOS update to correct the fan issue, which might also fix your clocks issue as well.
