I have a new GPU R9 270x Toxic Shppire.

I download the last driver "13-12_win7_win8_64_dd_ccc_whql". 

I don't know how to explain the problem so see the short video

I try to unistall and install the driver.

Check out the even viewer for .NET errors. It crashes but there is no exception window shown for a strange reason. Broken .NET? That means an OS reinstall as it's so deeply integrated into the OS that a repair or uninstall/reinstall won't do anything to it. Core libraries stay.

You could try an fsc /scannow as well. Maybe it repairs .NET libraries as well.
