Ever since the 14.x Catalyst Beta drivers came out Blender has displayed an odd frame rate issue while working on anything in the viewport. It's like its constantly dropping frames which leads to this stuttery, somewhat jarring camera movement when rotating anything or playing animations etc. I haven't recorded the actual frame rate, however its more a visual thing you see with the eye.
I've cleanly installed the latest 14.3 beta drivers using their own uninstall utility since it came out. Doesn't change anything in regards to the stutter. Best way to reproduce this problem is to install the 13.12 WHQL drivers and run Blender. Rotate the camera and feel how smooth it is. Then do the same with 14.x drivers. Unusually sluggish.
UPDATE 1: A good starting point for others is the catalyst driver flip queue size and drawing method in Blender. Blender smoothens out slightly (not perfect) when set to overlap. The automatic, triple buffering and full drawing methods all stutter badly.
