Uninstall the previous drivers before installing the new.

 1. IMPORTANT: All Windows Updates should be current, including the 'optional/suggested' updates
2. IMPORTANT: Disable all anti-virus/ad blockers/anti-malware/ anti-anything before trying to install
3. IMPORTANT: Netframework is required and must be the latest version. (from Windows Update)

Create a system restore point before, just in caes.

Download the drivers for your computer to the desktop. Follow steps 1-5 ( http://support.amd.com/en-us/download ).
Do not use 'auto-detect and install.

Delete existing drivers from your computer:

In computer control panel select 'uninstall a program'
For computers with Intel processors:
Select AMD install manager and choose 'express uninstall all AMD software'
Including the install manager.

For computers with AMD processors:
Select AMD install manager and 'custom uninstall' the graphics drivers and CCC only.

 Reboot

Install the new driver suite.

Good clear advice.

Ohhh man....am guilty of disabling lots of that Windows stuff like *System Restore*, Page File, GUI Boot, Startup Files, Unused Fonts, "workstation", WaitToKillServiceTimeOut, Windows 7 Search Indexing, Enabling WriteCaching, Remote Differential Compression, Enabling Speed Up Menu Appearance Time, etc., etc.

System Restore should be kept enabled unless you back up to an external drive.  It is a disc or ssd hogger, though.

I ran into the same problem if I had any application running at all.

As soon as I shut everything off (including 3 of my 4 video cards down at the pcie bus level), it installed fine

I have the same error yet I have no drivers installed, I've had this problem since I tried to update the driver software but a bluescreen interupted it.

And using the autodetect tool returns at HTTP 416

I was getting this error too. After tried reinstall many times, i used the amd clean tool:

http://support.amd.com/en-us/kb-articles/Pages/AMD-Clean-Uninstall-Utility.aspx

After I run it, i tried reinstall and, voilà, it worked.
