Who may it concern, I would like to kindly request the AMD Radeon team if they could address they issue with Water and Mountains flickering caused by z-fighting on Skyrim, this driver issue has been present since day 1 Skyrim release and yet it has not been addessed.

It concerns no one here. This is a user to user forum. No one from AMD Read or monitor this forum. Submit your issue via the catalyst feedback option. Also... where are these flickering shadows as I've played skyrim with a 4870, 5770, 5870, 7950. Not seen anything that your talking about.

Pissing into the wind here if you're asking for official tech support, seeing as it blatantly says AMD PEER TO PEER forums.

HD3870, HD4870, HD5850, HD5970, HD6850, HD6870, HD7850 and HD7870 cards have all been used here with that game, no "z-fighting" or flickering at all here either.

Plus, you provided a whole lot of information about your system components, operating system, configuration, game patch version etc, didn't you ? Probably overlooked the STICKY FAQ thread which says to READ IT BEFORE POSTING as well as the fact that this is only a user to user based forum.

yeah  i've   played  skyrim  on  several  amd (gpu) based  rigs   ,  i  never see  any    flickering !

and  yeah  if  skyrim  has never  worked properly  ,  something isn't right   ,   have you tried re installing the game ?
