I have a Dell GX-280 desktop running WinXP Pro, with an ATI Radeon HD 5570 card, currently in a 2 monitor display.  The Dell has an onboard VGA port which works OK without the Radeon installed, but appears to be disabled by the Radeon once installed.  Is there a way to get a 3 monitor display with this hardware?

If the 5570 in question has 1 DVI, 1 HDMI and 1 DisplayPort output ports, you can do 3 displays. It could also have 3 mDP outputs or 2 mDP outputs and 1 other type or 2 DP outputs and 1 other type. The key is that it has to have at least 1 DisplayPort output in order to have 3 displays.

EDIT: I just noticed you are running Windows XP, so no, you can't do more than 2 displays per card.
