We can't tell you unless you give us your system specs as detailed in the STICKY, though I would say NEITHER.

i have a Z87 msi Xpower mainboard and I7 4770K

my only question is: will a HD6990 work with 2x HD6950

just i have 2 HD6950 and i will buy a third one.

i know a 6990 work with a 6950 ... but with 2 6950 i dont know.

There's no reason in principle why the 6990 wouldn't work, but you wouldn't be doubling your performance in most games.  An additional 6950 might help, but much depends on what you're playing, what your other hardware is, and whether you play with vsync on or prefer to render more frames than you can see and have them messily stitched together.

Multiple review sites have shown that a fourth GPU adds more heat, noise, and power consumption rather than performance. Leave it alone.
