hello everyone , i am writing  this post with frusteration  of this sudden issue that i am facing  ,  what am having problem with mainly is  while in a   huge boss enoucnter ingame , i suffer excessive fps drop to 1-4 fps ! and while it was quite shocking to me as i  usually play on 15 fps ( not amazing i know but oh well ) when power savor is on , and 25+ with high performance on , i opened the AMD system monitor tool and started watching how my gpu's behave and 90% of the time my GPU'S where running on 0% !!!!! and SOOOMEEETIMES they got bit up to 5-10% then drop back to 0% , 

 

now if i turn on high performance they start working and both GPU's actually  function   but this doesn't seem right it wasn't like this before , as i pointed out this happened suddenly  , i didn't upgrade my drivers since month ~ so its not driver update bug/mis installation 

note : trying to enable/disable dual graphics  doesn't change anything .

You should read the posts in the FAQ section...ULPS and Core Parking. There is no reason that it should ""suddenly"" start behaving in a different manner...it usually comes down to actions by the user or updates. I would check the updates from Windows and see if they slipped a graphics card/chip 'update' in.

thank you very much , you've been very helpful , i disabled ULPS and core parking , and i will restart my laptop and test my laptop's perofrmance  and report back , thanks again !

If you are trying to play with any setting other than High Performance, you are spitting into the wind. If you don't want to change it everytime, download a program like 'Game Booster' (free) as it will allow you to turn on/off High performance plus stop all the unnecessary background programs from running while you are gaming. Also, be sure to check the 'advanced' power settings:

well my laptop is stationary,  i never unplug it , i currently disabled core parking completely  while plugged in on both power saver and HP . i will test it shortly and see if i notice a big spike of heat outcome. 

 

i don't like gamebooster and i don't really have much of background proc , i keep task manager on and monitor ram/cpu usage so am fine . thanks though.
