so I´m thinking of getting a second r9 290 for eyefinity gaming, the thing is I like to turn off the 3rd/right monitor when I´m just surfing/idleing

If I connect monitors 1 and 2 to gpu 1, and monitor 3 to gpu 2 and leave the function enabled that turns down the second gpu when not in use i.e. when I´m surfing and not using the 3rd monitor -(will the second gpu turn down when I turn off the 3rd monitor since it´s not realy doing anything at that point?)

will this work? I would connect all monitors with DVI wich should also get rid of the screen tear on the monitor that uses the HDMI when in windows
