Hi - I have a Dell 5000 running Windows XP with a Radeon X300 graphics card and a Samsung Syncmaster 2232bw monitor.

The PC is running fine, and I'm not in position to buy a new one yet, but I'd like to upgrade my operating system to Windows 7 and the graphics card to a later (compatible) version (with my PC and Windows 7). It doesn't have to be the latest hardware - just one that will have ATI driver support for a year or so.

Can anyone advise?

I think you should try the Dell forums.8 yr old sys?.From what i have heard,some models may not be upgradable.if yours is,you may also be looking at new power supply unit to power a higher card(so more expense for possbly little gain?).

If I remember correctly around that time Dell were still custom wiring their PCs so they could not be upgraded with anything other than a Dell supplied PSU. Your best bet, especially if you're not a heavy gamer which I can tell you're not, is to build an AMD A6 based APU system. Including Windows 7 and name brand parts you're only looking at $400 tops.
