Now, for all others who impatiently waited a solution and you "forgot" to mention it, here is the answer:
Yes, you can safely uninstall Raptr (that's the "gaming evolved app") from control panel -> Programs -> Programs and features.
Make sure you choose custom install option when installing amd catalyst drivers and uncheck the gaming evolved app if you don't want it installed. Express install option installs it automatically.
