Topic Title AMD Vision engine control center not launching

Installed the 11.4 on win7-32 bit.

Tried to launch AMD Vision engine control center, see the busy cursor for few seconds but no window comes up.

Already tried uninstall and reinstall.

Do you mean the Catalys Control Center? Did you remove the previous/old drivers or just installed over them?

yes, isnt 'AMD Vision engine control center' the new 'Catalyst Control Center'?.

Initially I installed over 11.3, but I have already tried uninstall and install using the 11.4 installer.

Didnt download the optional software,

I downloaded just the first one in AMD catalyst Packages - 'Catalyst Software Suite'

I have never heard of that term..but. I think there is a problem with the installation of the new drivers. Try this. Uninstall ATI from add/remove or "uninstall a program". Use express uninstall all ati software. Then reboot. Download this version of Driversweeper   http://www.phyxion.net/item/driver-sweeper-300.html check the amd box and delete all it finds. Then install the new 11.4 suite. I would use the custom install rather than the express install...unless you want 'folding home' etc installed as well.

Followed your steps but issue persists.

I get the 'AMD Vision Engine Control Center' as the first option also in right-click menu, which used to be CCC before.

 

Trying to attach a screenshot, not able to- getting this error:

The maximum attachment directory size has been reached, no further attachments can be uploaded

Grrr I'm having the same problem. I tried the steps above too without success.

I'm running a ATI Radeon HD 3200 Graphics card, on Windows 7 Home Premium 64 bit OS

Is this a laptop? Are you downloading Mobility drivers? Those do not use the standard download.

No, it is not a laptop.  I’m running a Dell Inspiron  400.

Previous versions of CCC have worked fine but I can’t launch the AMD Vision Engine Control Center.

When viewing the task manager processes I note that the MOM process starts then exits.  Extremely frustrating my HDMI monitor has horrible black bars and I can’t change that without being able to enter the Engine Control Center configuration.

For reference, I used the latest 64 bit drivers as opposed to the previous 32-bit driver as noted by robp.

Thanks for the assistance, but no error message ever appears.  The driver works fine, I was playing civ 5 with it.

However, anytime I want to open the AMD Vision Engine Control Center, the mom process starts then stops.  As noted by robp, the cursor will look like it’s thinking a couple of times and then do nothing.  That is when the mom process stops.  Successive executes of the program do the exact same thing.

CCC is very dependent on .Net Framework. Can you look in add/remove for  Microsoft .Net Framework  4 ? That is the current one. It is updated through Windows Update as a optional download. It's worth a shot .

You don't need to be using DriverSweeper or DriverCleaner with Windows 7, it has known problems of deleting critical files. But yea too try reinstalling .NET 4 as well in case a file got corrupted. TimDog the HD 3200 series is an IGP, so you need to be using the IGP drivers, and you don't even need to be using the latest drivers, HD 3000 performance improvements ceased long ago, and that GPU is to weak to benefit from any.

They rebranded CCC as AMD Vision Engine Control Center as part of their AMD Vision platform...some marketing idiot up at AMD corporate thought it was a good idea I guess, just sounds stupid to me, especially if you've seen their new AMD Vision platform designations. See, they're wanting to get it so you have an AMD Vision rating on your hardware so people can tell at a glance if you can run certain software or not (no joke, they really are) like a bad take on the WEI.

Thats the ticket! Uh oh....then some people will raise hell with ATI because some other guy has a higher rating with the same card. Come to think of it...they deserve it.

Catalyst Control Center requires .Net framework to run properly. You had 11.3 installed, and you installed 11.4 over it...with 11.3 still installed?

1. Have .net framework installed.

2. Completely uninstall 11.3 or 11.4 (whatever you got right now) and installed the 11.4 suite.

That should get things working. If not, something is missing, or you might of lost/corrupted a Windows file.

EDIT:

hmm..what motherboard do you have and what BIOS version are you using?

Steps tried:

1. Uninstalled drivers using ATI Install manager.

2. Used Drivecleaner and Driversweeper to remove the residue.

3. Used .net cleanup tool to remove all .net stuff.

4. Installed .net 4 -did a full offline-version install.

5. Installed custom 11.4 with all options checked.

 

PC was rebooted between each step.

mobo is MSI 880GM-E41 with latest BIOS 11.A installed

I even relocked the 2 CPU cores that were unlocked to see if it help

no success

Win7 SP1 was released before 11.4, AMD QA must have tested the compatiblity.

If you've used Driver Sweeper, Driver Cleaner, CCleaner or similar utilities and also any registry cleaners etc, the chances are that you've borked your windows install .. I see that all the time and we don't really recommend using those types of utilities over on the Sapphire forums as people get themselves into more trouble using them, as they would do normally ..

If you can't get things back to enable installation of anything, you might just be SOL and will need to reinstall Windows ..

That card works perfectly well with Cat 11.4s .. I know I've installed a few at work for people .. ( I only use Sapphire cards in my business unless expressly asked for another brand or an nVidia card ) ..

The guys on the Sapphire forums with those cards also have no issues running the latest drivers either .. ( I mod over there for Sapphire when I have 5 mins free ) ..

My card still works well, gaming, movie and all. Its only CCC that doesnt launch.

Couple of people have already confirmed the issue with their setup as well

Driver Sweeper and Driver Cleaner were only used towards solving the problem as recomended by senior members of this forum.

CCleaner is one of my favorite tools- no one here told me to use it. I have been personally using it for more than a year(yes its registry cleaning feature too), has worked nicely for me.

Using this forum because it is an official channel for AMD consumers. Its a 6850, does CCC differentiate based on Card Manufacturer?

Cards should not be different due to different manufacturers. My two Radeon HD 5850's (sapphire + XFX) use the same drivers from AMD's site.

I've never downloaded/used the drviers from the manufacturers' site before...The manufacturer COULD have modded drviers for specific cards, but I'm not 100% sure; you'll have to read the release notes, etc.

Yeah I'm having the same issue as well except I'm using the 11.5a drivers.  Went through all of these steps forward and backwards, used cleaning utilities and still nothing.  CCC just WILL NOT come up at all.  I've done everything I know short of reformatting and if I have to go through that again, which will be a third time (problems not related to this) I'll just break the card and go back to nVidia.  Almost never have issues w/ their installation problems.  But ati, on the other hand, I've had more issues than windows itself...  anyways, running Windows 7 x64 fully updated fresh install as of this morning..  Oh, btw what got this mess started was when I tried installing the drivers from the gigabyte site to get a couple of other drivers that the catalyst drivers won't install, but will update it afterwards.  So  yeah, spent the last.. too freaking long on this so i'm gonna give it  a break for a bit.  Highly annoyed I'm having amd software issues again.  Anways, I have a gigabyte MA790X-ud4p latest bios installed.  Any help will be vastly appreciated..  Else I'll just reformat tonight and start saving up for an nVidia card.  I knew I should of stuck w/ them...  oh and one last thing, I'm using a Radeon 4770 pci-e

EDIT:  I also tried using the standard x64 catalyst drivers, not the hotfix drivers and repeated these steps.  If I were to uninstall again - would be the 8th time today alone.

I'll have the card then, I've installed loads of systems at work where CCC hasn't launched or refuses to and gotten around it or worst case scenario where people have used driver cleaners etc, had to reinstall Windows ( no big deal ) .. If it's beyond your technical abilities, send the card to me and I'll donate it to a local school, even the kids there can install things, so it won't get wasted ..

Oh, nVidia never have issues either eh ? BS, and a big BS at that .. At work, I see troubles all day, every day, almost 365 days a year with BOTH nVidia and ATI cards .. they both have their quirks, they both have their issues .. it's a 50/50 split .. Oh, and good luck if you go to nVidia and their drivers actually FRY your card straight from the box, that's happened to them several times .. and in 15yrs+ of using ATI cards, I've NEVER seen an ATI card fry or go BANG due to their drivers, unlike some nVidia releases ..

A fresh install of Windows takes less than 15mins on a rig nowadays .. and maybe an hour or so for all your apps/progs .. big deal .. if that's something that you're not willing to do, that's your problem and yours alone, not doing it will just be an option you haven't tried which may resolve things ..

.. and in 15yrs of using ATI cards, I can count the number of times I've had issues with their drivers on one hand .. which ain't too shabby in a decade and a half ... but then again, I know what I'm doing with things ( even when I wasn't an IT tech ) ..!!

Well that's good to hear.  I've owned 3 ati cards all was well 'til the catalyst drivers 8+ came out.  Yeah, I've ran into a few nvidia card issues here and there but nothing remotely close to frying any of it nor any of the issues requried extensive research or decisions to fix.  No, I've not had mass experience to the scale of which you speak of.  I've had less issues using the 9 nvidia cards (7 were donated to me) slap it in, run the procedure on multiple pc's and OS's both fresh and existing copies of windows and go on about my business.  Can't seem to do that w/ the catalyst drivers.  I don't have  a power rig that installs win7 ultimate in 15 mins like you do, it takes nearly 45 mins.  Then loading the drivers and other applications, well, you get the idea otherwise I'd just go through w/ that again.  Yeah, I'm a bit frustrated but it's not at the card directly - it's the software that continually gives problems.  I like ati, don't get me wrong they're great cards but if the software issues continues like this, it's gonna make it look bad.  People have told me to stay away from ati that they have so many issues etc.  People from newbies to the guru's telling me just to use nVidia.  I mean hell, I've been using ati cards for the last 7 years myself.  It's just he newer drivers giving it issues. Anyways, I'm not here to argue about anything, simply putting in my experiences vs the two.  But I do appreciate the "help" you have given me.  It'd be nice to have someone that can give me some other insight into this before I do reformat again, would be much appreciated.  Need more information, please ask and I'll be sure to respond asap.  This kind of issue shouldn't require a reformat to fix...

Side note - I did have an Radeon 2600 Pro fry due to their drivers once, didn't do any special "tweaks" nor any over-clocks, RMA'd it and was told to wait until the next release of their drivers before installing it. 

One last note:  I said I "almost" never have issues, I didn't say "they never have any issues" and the issues I was having were artifacts, glitches and a few crashes which didn't require much to fix.  Sorry not everyone's an IT tech like you and has intimate knowledge of everything there has to be known.  But when I do get the nVidia card, you're welcome to the both my 4770 and 2600 pro.  Just send me your info and I'll ship it first day I get my nVidia card.

OK, I see you used a driver sweeper or cleaner and that's a BAD idea, they can and do bork Windows to the point of not being able to install or lanch things due to removal of critical core files ..

You could try this, but it might not work after having run utilities like that ..:

 

1. Download the WICU.

2. Uninstall everything related to ATI/AMD.

Control Panel -->> Services -->> AMD External Events Utility -->> Disable / Stop Service ..

Command Prompt with elevated permissions --> sc delete "AMD External Events Utility" ..

Reboot ..

3. Launch WICU and delete anything related to ATI/AMD/CCC.

4. Delete all ATI/AMD folders in "C:\Program Files" and "C:\Program Files (x86)".

5. While UAC is turned off (Vista/7 only) navigate to the "C:\Windows\Assembly" folder and delete any assemblies which have the public token key "90ba9c70f846762e". It is possible that you won't find any, but check it.

5. Reboot.

6. Install the Catalyst package again.

 

.. in theory that should work .. but if it doesn't, then that'll probably be due to one of those cleaner things ..

Deleting the tokens(Step5) made the difference, now Control center works.

Others please try the steps, and confirm Gr33nGecko's solution

Also, re-enable UAC if you want to(could be Step 7)

 

What worked for me-

1) Uninstall ATI stuff using Catalyst Install manager, it asked for a Reboot in the end.

2) Disabled UAC and rebooted when asked for.

3) Deleted all assemblies which have the public token key "90ba9c70f846762e" from "C:\Windows\Assembly" folder- there were quite a lot (sort the files by 'Public Key Token' column to easily delete them)

4) Manual Reboot

5) Installed 11.5

Ok so I deleted everything as the steps said. The only thing AMD I left in place was the USB 3.0 Driver Software for my HPE, and the AMD Overdrive. I cant see how those would effect anything. 

 

I how ever cant find any keys as mentioned. If there should be some tied to the software in assembly its not present on mine. Would there be any others I should be looking for? Thanks.

Just out of curiosity--since I seem to have the same problem--can you check the ACE event log?

Right after you try to launch CCC, go to event viewr, then Applications and Service Logs, then ACEEventLog.

What are the top two entries? They should both be timestamped at the time you tried to launch CCC.

Hi guys, I've had the same problem as everyone else here, with the control center not showing up, so I figured that I would try to uninstall/reinstall the graphics drivers.

The problem I had is that I accadently chose to remove ALL amd stuff, using the uninstall program, and as a result, totally botched up my copy of Windows.

I think the problem I had is that in removing everything, I also removed the driver that told windows that I was using a RAID drive, which resulted in it not being able to find a HDD. I managed to get Windows working again (via a system restore), but ended up with everything else so broken then I'm currently in the process of reinstalling Windows.

Anyway, as I'm installing Windows (64bit windows 7), I was looking for some help and advice on how I might be able to avoid having the problem at all... Any ideas? Cheers.

UPDATE: I've decided to install SP1 before installing AVECC to see if that fixes the problem - I'll report back.

UPDATE 2: OK, I've done as I said I would, and it appears to be working. I did have an issue at one point with it not starting, but I then realised that I had .NET framework disabled, so I reenabled it, and all is working as intended.

Well I just wasted even more time removing/reinstalling all ATI/AMD drivers/software, and the problem still exists. It doesn't display an error message on attempting to load it, so please tell me how you are supposed to diagnose the fault from nothing.

So thanks AMD for wasting my time, how about testing your software before releasing it to the public? ATI CCC was buggy already and you did nothing to rectify it.

I am having same problem.  I unistalled my HD4870 card a couple months ago and installed a nVidia card (big mistake, long story).  I reinstalled my HD4870 card today.  After downloading version 11.6 Catalyst Software Suite I tried opening CCC...it would not open.  I uninstalled and reinstalled the software and drivers and CCC still will not open.  Vista is fully updated.  Any help is greatly appreciated.

OMG GUYS I FOUND THE SOLUTION.  IT HAS NOTHING TO DO WITH ATI!!!

You may have had a virus/malware on your computer that sets a important folders attributes to hidden!!!  CCC is looking for files in this folder but cannot find it because the folder is hidden!!! i found this solution on a microsoft forum.  here it is:

Go to my computer then RIGHT click on C:\users - go to properties - click on the general tab - FIRST check mark "hidden" and click APPLY (don't press OK!!!!) wait till all the files have been converted to have the hidden attribute - then UNCHECK the "hidden" attribute and click apply again and wait till all you files have been converted to unhidden - uninstall your ati drivers (with control panel) - delete remaining folders if your paranoid in your C: program files/program files (x86) directory - umm reboot if want - reinstall your ATI drivers

Problem solved!!!!  Spent the whole day trying to fix this and all this time i was thinking ATI and their crappy drivers again when really it was an old malware/virus that was removed but messed around with the file attributes of some folders!!  Tell me how it goes guys.

This should be stickied, i think alot of people have this problem.

Hello - ccc or amd vision is not starting on my amd 6 core/ati 5450/win 7 ult machine.  It did work until recently and now the monitor has a 1 inch band around it.

I have read a few of the threads on this.   Tried removing ccc/vision in safe mode but uninstall wouldnt work in safe mode.

 

Have uninstalled ccc/vision a few times, no success.  I have seen the funny 90a blah blah folders on one of my drives and in the c/windows/assembly folder.

Any help is appreciated

My UAC was already disabled. I installed 11.7. I am now able to open CCC.

I have tried that once - dint work.  I couldnt uninstall in safe mode.

 

Now I have many of these 90ba blah blah public keys and i cant delete them  - it says "shared" and wont allow delete.

 

any thoughts.  I have removed ccc/amd vision now.

UAC should be turned OFF under Vista / W7 .. and if you still have trouble, you'll have to change the permissions of that folder to allow total user control and delete them that way ..

I also have this same problem: when I right-click the PC desktop, click on AMD VISION Engine Control Center, the hour glass appears briefly, then disappears but that's it - no Control Center.

I uninstall all ATI stuff, disable & delete AMD External Events Utility, reboot, run WICU & delete any ATI, AMD, CCC stuff, delete all ATI, AMD folders in Program Files, with UAC off I look for any 90ba9c70f846762e keys but find none, reboot, install Catalyst 11.8 but no luck - always the same result no matter how often I try.

Any advice?

As described in my post above, I have followed the process originally posted by Gr33nGecko for removing all traces of AMD & ATI stuff but without success:

After running through all the above several times, after the reinstall I can always see "AMD VISION Engine Control Center" when I right-click the desktop, but clicking this menu item does not not launch anything except an hourglass that quickly disappears.

I have now gone through the process again, but did not reinstall the 11.8 Catalyst package, yet to my surprise, Device Manager shows the following:
Display adapters > ATI Radeon HD 5700 Series > Properties > Driver > ATI Technologies Inc., 19/04/2011, 8.850.0.0

That date given for the driver is a couple of months after I'd acquired my new (completely clean) PC, so it can't have come from the original ATI CD-ROM I used to setup the machine after having loaded Win7.

Clearly not everything related to AMD/ATI is being removed by Gr33nGecko's procedure !!!

Has anybody any ideas as to what I should do at this point?
What would happen if I simply uninstall the driver in Device Manager?

Everything should be removed .. what you're seeing is the backup default drivers as found in the file repositories for use with "Load last known good configuration" if Safe Mode needs to be used / default generic AMD driver which gives you your basic screen after loading Windows for the first time .. .. that's all.

If it's not working for you, then I dunno, you must be doing something wrong somewhere, it's worked 100%, 100% of the times I've had to resort to doing that, never failed ..

Hey Hey - success . I tried again and the CCC/Vision Centre has installed properly.  Perhaps it was the step to disable the AMD service that i had missed before.

 

Now i just have to get rid of the 1 inch black band around my monitor display.  ??

Thank you for the suggestion to use phyxxion drivesweeper. I have had the problem with Catalyst control center not launching with an HD6950 for some time (although it was alright at first) tried all sorts of uninstalls, reinstalls and looking in the windows assembly cache to no effect. Then tried driver sweeper v320 with success - cleared out everything AMD, rebooted then installed catalyst 11.9 which now works. I notice that all the old catalyst set up directories were cleared out - not sure if this was the cause - but happy with the outcome.

Thanks for your inputs. Today I repeated your recommended procedure several times very carefully and I am 99.9% sure I am not making any mistakes. Afterwards, I checked that Device Manager showed "Standard VGA Graphics Driver" after another, "just to be safe" reboot. I also let Phyxion's Driver Sweeper 3.2.0 do its thing and rebooted again before reinstalling Catalyst using 11-9_vista32_win7_32_dd_ccc_ocl --- but all to no avail.

After the reinstal, Device Manager shows "ATI Radeon HD 5700 Series" and the driver 8.892.0.0 dated 08/09/2011, so everything looks OK.

As already reported, I can see the AMD VISION Engine Control Center item in my right-click menu, but when I click it, all I get is the hourglass for a few seconds, then nothing more.

After a reboot and after clicking on the "AMD VISION Engine Control Center" menu item I see the processes CCC, CLI, atieclxx and MOM in Task Manager. All these remain in place except CLI, which disappears about half a minute later.

What should I do now?

This worked wonders!  I have had this problem for almost 9 months and just about gave up!  What I think worked the best was step 5 deleting the assembly files.  Now my CCC is working for what feels like the first time

I have tried waaayyy too many ways. Can't get 11.9 to open (even though it's obviously working) just like the others. The only difference I face is, I see no entries with the 90x beginning in the Assembly folder. Not before uninstall, not after it either.

I'm having the exact same problem as all the others in the thread. I spent countless DAYS trying to reinstall CCC using every suggestion I could find. NOTHING works. The problem is that there are NO keys in my assembly folder that start with 90blabla, so the method of removing them doesn't work. Reinstalling Windows isn't an option, because I have around 200GB of installed games on Steam and other stuff, and considering Internet speed in my country it would take a long time to redownload all that if I were to reinstall Windows. I'm currently installing 11.10 preview 3, but it's the same with all drivers starting with the first ones supporting my card (9.2 if I'm right, it's a HD4890). CCC actually starts in 11.x drivers, but it only shows Hydravision (it doesn't show anything else which is equivalent to not running at all like in earlier drivers). This is the Event Viewer log, and there are obviously errors:

Uninstall everything to do with the AMD/ATI drivers, folders and all .. uninstall all .NET libraries .. Uninstall all MS C++ VB libraries ..

Install .Net 3.x / 4.x ..

Install MS VB C++ 2005 Redist
Install MS VB C++ 2008 Redist

Use Windows Updates to get latest patches etc for them ..

Install Catalyst drivers again ..

 

If none of the above thread solutions work, or none of the above here works, then you've bricked your Windows installation somehow ( did you use a registry cleaner or a driver sweeper ? If so, that's probably the reason why ) and you'll either need to use something like RadeonPro to see if that helps you out with CCC's features or reinstall the o/s from scratch ..

Thanks for your inputs. Today I repeated your recommended procedure several times very carefully and I am 99.9% sure I am not making any mistakes. Afterwards, I checked that Device Manager showed "Standard VGA Graphics Driver" after another, "just to be safe" reboot. I also let Phyxion's Driver Sweeper 3.2.0 do its thing and rebooted again before reinstalling Catalyst using 11-9_vista32_win7_32_dd_ccc_ocl --- but all to no avail.

After the reinstal, Device Manager shows "ATI Radeon HD 5700 Series" and the driver 8.892.0.0 dated 08/09/2011, so everything looks OK.

As already reported, I can see the AMD VISION Engine Control Center item in my right-click menu, but when I click it, all I get is the hourglass for a few seconds, then nothing more.

After a reboot and after clicking on the "AMD VISION Engine Control Center" menu item I see the processes CCC, CLI, atieclxx and MOM in Task Manager. All these remain in place except CLI, which disappears about half a minute later.

What should I do now?

At last I found the solution to my problem!

All I did was to give up any hope of ever getting my Vision Engine Control Center to launch and shoved the whole thing to the back of my mind.

Today, two months after my posts describing my failed efforts to get it to launch and appealing for further help, it suddenly launched and its icon even now appears in my notification tray even though I've booted and rebooted several times since!

This reminds me of a theory that I heard many years ago: place all your Most Important Things To Do in your desk drawer and only look at them several months later, when you'll find they're not urgent any more.

Because I couldn't find it in my Win7 Control Panel Programs & Features, I went looking for it and discovered that I didn't need to download it since it should have been installed with the Operating System.

I then searched further and learned that the feature can be optionally selected in "Turn Windows features on or off", and so it turned out to be. I turned .NET 3.5.1 on, the new piece of software was happy and that was that.

Much later, I noticed that the Vision Engine Control Centre had launched itself.

Not really believing in miracles, I'm 99% sure that Catalyst needs .NET: could someone please confirm this?

Ive learnt for whatever reason, Eventually, the OS files get corrupted after constant ATI uninstalls and reinstalls of new drivers and AMD Catalyst cant assemble thier files anymore or properly for whatever reason, this has happened time and time and time again over the years for me. Heres a classic example. Only way i got rid of this garbage was to uninstall OS and do a clean OS install.

The ccc.exe and mom.exe loads and then just stops.

Only way i got rid of it was to reinstall OS. I tried driver sweeper , i tried cleaning out the registry , deleting ALL ATI files and reinstalling .net framework, nothing. For whatever reason Ati can no longer find the correct file in the OS or whatever to work and i dont even know what file it needs to find. Perhaps using the registry cleaners and driver sweepers etc have deleted them , who knows.

SO Be VERY careful with what your deleting, but then again you wouldnt be USING driver sweeper, if ATI uninstall actually did its job properly, would you?

Before reinstalling OS my ATI drivers worked , but Catalyst never worked again. Ati Tray Tools is the only way to go, use those. It sux, it doesnt utilise the AVIVO saturation/hue options that effect everything in general, without having to play with overlay options in videos. But overall its miles ahead of Catalyst ccc.exe and Ati Tray Tools always works.

If youve never had 1 issue with ATI catalyst, thats great, good for you but heaps of people do.

What a joke that we have to go through all this garbage and use 3rd party stuff in the first place. Creative Sound Drivers are just as bad. Update drivers with creative and bang your sound files are screwed.

yep that completely worked, thank you. Going to Windows/assembly and deleting everything in safe mode in that folder worked. However AMD's uninstaller SHOULD be uninstalling the assembly stuff if thats whats getting corrupted. Thank's again

So if your getting the assembly issue, go to windows/assembly and delete all of teh amd stuff in there with the key 90ba9c70f846762e

You could try this, but it might not work after having run utilities like that ..:

 

1. Download the WICU.

Following the above steps solved the problem, and I was finally able to reinstall the latest version of AMD Vision Control Centre. Now, I would like to add the following: When younger and less busy I found it interesting fooling around with these types of challenges. These days, I simply don't have the time - I just need the driver and firmware to work! Full stop. I usually like to alter between Nvidia and ATI, but this problem does not motivate me buying ATI next time.

I had the exact same problem with Windows 7 64-bit, .NET 4.0 and 3.5SP1, my ASUS mobo and Sapphire HD 6850, but the hardware and OS stuff was just fine all along. Turns out, my installations are broken if my anti-virus (Norton) is enabled during the install. The AVECC doesn't launch, unless I do a clean removal and then install while AV is disabled.

  1. Remove all AMD software from the control panel. AMD Catalyst Install Manager can remove most everything at once, but be sure to accept the restart prompt. See also clean removal

  2. Delete all these folders: C:\ATI, C:\AMD, C:\Program Files\ATI Technologies, C:\Program Files(x86)\ATI Technologies

  3. Disable your anti-virus protection and firewall (1 hour should do it).

  4. Close all programs (you can leave notepad open or your calculator, but it's best to close out all the meaty applications when performing any install, including IE or Firefox browsers)

  5. Disable any services from AMD on the system. I found the AMD External Events Utility, so I stopped it, then disabled it. (CTRL+ALT+DEL, Task Manager, Services Tab, Services button, find AMD, right click, stop, double-click AMD, Startup Type, Disabled, Apply).

  6. In Task Manager, find and kill off any remaining AMD / ATI processes. (CCC.exe, MOM.exe, ati*). They were all gone for me (at point of step 5).

  7. Use the AMD auto-detect utility to find and install your driver, which includes AVECC. See also Windows 7 or Vista instructions

 

Performing all 7 steps got it working, but I suffered through just as many failed re-installs before this brute force fix succeeded.
